Our Facility

The Village at Garwood opened its doors in 2015 with the purpose of serving the needs of low-income senior citizens. The 72-unit housing development is financed by the U.S. Dept. of Housing & Urban Development Section 202 Program, the Federal Low Income Housing Tax Credit Program, Enterprise Community Investment, the Federal Home Loan’s Affordable Housing Program and its sponsor, Two River Bank, The New Jersey Housing & Mortgage Finance Agency, & Westfield Senior Citizens Housing Corporation. The building is a 3-story, elevator equipped building located at 320 Second Avenue. It is a short distance from South Avenue, and convenient to shopping and local restaurants. The Village at Garwood is managed by Westfield Senior Citizens Housing Corporation.

The Seventy-one Units

71 one-bedroom apartments (plus 1 Superintendent unit)

Eligibility Requirements

To be considered for tenancy, the following criteria must be met:

  • Minimum of 62 years of age at the time of application.
  • As of May 1, 2026, the maximum gross annual income, from all income sources, must not exceed $48,450 for a one-person household, and $55,400 for a two-person household. If your gross income exceeds these limits, or you cannot afford to pay the rent, you are not eligible for tenancy.

Waiting List

There is currently a waiting list for this building. When the list reopens, applications will be available and accepted during a 2-week period. These dates will be announced in local newspapers, at area agencies, and on our website.

Tenant Selection

The responsibility for the tenant selection policy rests with the Westfield Senior Citizens Housing Corporation, and is done in accordance with Federal and State regulations and guidelines. This is an equal opportunity housing facility.

Rent

Rent is approximately 30% of your adjusted annual income.
